Article 87 of the constitution provides two instances when the President specially addresses both the houses of Parliament.
1. At the beginning of the first session after each general election to the House of people.
2. At the beginning of the first session of each year.
This year’s first Parliament session begins on Friday with President Ram Nath Kovind’s address.
