UP POPULATION CONTROL BILL

The bill aims at promoting the two-child policy and states that people violating it in the state will be debarred from contesting local bodies polls, applying for government jobs, or receiving any kind of subsidy. It also seeks to prohibit promotions in government jobs for such people, while offering incentives to those limiting their children to two.

The law panel said that it is necessary to implement the policy to control and stabilize the population of the state for the promotion of sustainable development with more equitable distribution.

The draft bill has invoked strong reactions from several quarters. Some have questioned the timing of the move since the state goes to the polls in eight months. Some say that sustained economic growth with full attention to education, health, and empowerment of women work far better to disincentivize larger families than punitive measures.
